@ Andrei, by the graceof God and Apostolic consecration, Bishop in the One, Holy, Catholic and Apostolic Orthodox Church of our Lord, God and Saviour, Jesus Christ, Eparch of Quebec and the Maritimes, Metropolitan-Archbishop and Primate of the Eastern Orthodox Catholic Church in Canada and the Americas, Exarch in the Diaspora of the Ukrainian Autocephalous Orthodox Church;

TO ALL THE FAITHFUL IN CHRIST,
GRACE, PEACE, AND APOSTOLIC BENEDICTION.

BE IT KNOWN TO ALL WHO READ THESE, OUR LETTERS CANONICAL, that We, acting under the Protection of Almighty God and by virtue of Our Office, according to the Holy Canons and the sacred traditions of the Ukrainian Autocephalous Orthodox Church, in response to his request and upon thorough investigation hereby proclaim that

METROPOLITAN MOISEY OF KYIV
AND ALL RUS’-UKRAINE
is a
CANONICAL BISHOP OF THE UKRAINIAN AUTOCEPHALOUS ORTHODOX CHURCH

In the same Canonical Apostolic Lineage as Ourself, deriving directly from the Persons and Ministries of Metropolitan-Archbishops Hryhorij (Ohijchuk) and Andrei (Prazsky), both of thrice-blessed memory. Furthermore, we consider our jurisdiction to be in communion with that of His Beatitude, in a relationship of common Faith and fraternal love.

In faith and testimony whereof We hereby affix our Sign Manual and the Seal of the Church, at Montreal, Quebec, Canada, on Friday 28 February/12 March A.D. 2004, in the sixth year of Our Episcopate and the fifth of Our Primacy.
